Evropska komisija uvodi hitan paket mera SURE u cilju zaštite radnih mesta i radnika, ukupne vrednosti od 540 milijardi evra. Ovim potezom, pokušavaju se ublažiti rizici od nezaposlenosti u vanrednim situacijama (COVID-19). Sporazum je podržan od strane čelnika EU (aktiviranje sredstava od 1 juna – Savet će dodeljivati sredstva na predlog Komisije). Ostaje pitanje, da li ova politička mera ide u pravcu formiranja „fonda za povećanje produktivnosti rada“ ili će ponovo u prvi plan isplivati finansijski aspekti i gubici mereni samo u novcu? Prekid poslovanja brojnih kompanija tokom epidemije, uz nepovoljan period za radnike (ograničeno kretanje, zapostavljanje veština radnika, odsustvo (do)obuke, neaktivnost) ugroziće produktivnost rada, srednjoročno posmatrano. Profitabilnost poslodavaca dostići će nivo s početka godine samo sa rastom produktivnosti rada. Podsticaji za održavanje radnika u zdravoj fizičkoj i psihičkoj kondiciji je ključ bržeg oporavka. Ujedno radnici su krajni korisnici i kupci i čine stub potrošnje! Porast produktivnosti rada smanjiće jedinične troškove rada i povećati profitabilnost poslodavaca. Čak, i pored mera pojedinih država – veštačkog održavanja nivoa zaposlenosti i/ili ograničenog snižavanja zarada, a kojima se zapravo prolongiraju negativne posledice pandemije na poslovanje.

COVID-19: Council adopts temporary support to mitigate unemployment risks in an emergency (SURE) – Consilium


The European Commission is introducing an urgent package of SURE measures to protect jobs and workers, with a total value of 540 billion euros. With this move, an attempt is made to mitigate the risks of unemployment in emergency situations (COVID-19). The agreement was supported by EU leaders (funds activation from June 1 – the Council will allocate funds based on the Commission’s proposal). The question remains, does this political measure lead to the creation of a „fund for increasing labor productivity“ or will financial aspects and losses measured only in money come to the fore again? The suspension of operations of numerous companies during the epidemic, along with an unfavorable period for workers (restricted movement, neglect of workers’ skills, lack of (re)training, inactivity) will threaten labor productivity, viewed in the medium term. The profitability of employers will reach the level from the beginning of the year only with the growth of labor productivity. Incentives to keep workers in healthy physical and mental condition is the key to faster recovery. At the same time, workers are end users and customers and form the pillar of consumption! An increase in labor productivity will reduce unit labor costs and increase the profitability of employers. Even, in addition to the measures of individual countries – artificial maintenance of employment levels and/or limited reduction of wages, which actually prolong the negative consequences of the pandemic on business.
